Jamaica’s opposition People’s National Party has escalated pressure on government authorities over what it describes as a destabilizing exodus of senior parliamentary staff. The latest trigger is the resignation of Christopher Cowan, deputy clerk to the Houses of Parliament, which the PNP characterizes as symptomatic of deeper institutional problems.
On September 29, Opposition Leader Mark Golding formally requested an independent investigation from Jacqueline Mendez, chief personnel officer of the Services Commissions, with copies sent to the governor general, the speaker, and the president of the Senate. The same day, Leader of Opposition Business Phillip Paulwell urged Floyd Green, the government’s House Committee chairman, to convene an urgent committee meeting to assess staffing conditions and chart a response.
The PNP argues that repeated departures of experienced officers drain institutional knowledge and weaken succession planning across Parliament’s administrative apparatus. According to the party, the pattern threatens the independence of the parliamentary service and strains remaining staff members. Paulwell emphasized that Parliament’s administrative machinery must remain stable and professional to serve all members effectively. The opposition now awaits formal responses from both the Services Commissions and the government on whether investigations and committee action will proceed.
Jamaica’s Parliament comprises the House of Representatives (Gordon House) and the Senate. The parliamentary service operates under the Services Commissions, which oversees personnel matters for constitutional offices and institutions.
Parliamentary governance and institutional stability are foundational to Caribbean democracy. Staff turnover and institutional knowledge loss at legislatures directly affect the quality of legislative oversight and the functioning of democratic institutions across the region.
