The Jamaica Labour Party has chosen to scale back its 2026 annual conference, moving away from the grand public gatherings that have traditionally defined the event. Instead of hosting thousands of supporters at the National Arena in Kingston, the party will convene approximately 6,000 delegates for a business-only meeting at the Montego Bay Convention Centre on November 15, according to the Jamaica Observer.
JLP Deputy Leader Desmond McKenzie announced the decision at a media conference Friday, explaining that the party wanted to demonstrate sensitivity to Jamaicans still struggling more than a year after Hurricane Melissa devastated the island. "In that vein of recognising the moment and the mood of a section of the country, in respect of our annual conference we have chosen to forgo the usual spectacle which we have had at the National Arena in Kingston," McKenzie said. The conference will include a media-accessible address from Prime Minister and Party Leader Dr Andrew Holness at approximately 1:30 pm, though the remainder of the business will be closed to the public.
Party Chairman Robert Montague defended the decision as a matter of mature leadership, rejecting suggestions that the JLP was simply copying the opposition People’s National Party, which held its own conference in Westmoreland rather than Kingston. "As a party that cares and as the national party of this country and the party that forms government, we also have a responsibility — a responsibility to those who are still suffering and who are still recovering from the hurricane," Montague said. He noted that Prime Minister Holness had called on the nation to reduce expenses in order to provide relief to those affected by the storm.
Deputy General Secretary Dr Andrew Wheatley emphasized that the party’s constitution requires an annual conference, but that the large public gathering is typically a separate event. By holding the business meeting in Montego Bay, the party aims to engage stakeholders and workers in western Jamaica directly affected by the hurricane. Wheatley said the private session would allow the party to conduct self-assessments, programme political activities, and prepare for upcoming local government elections, while also demonstrating empathy with hurricane survivors rather than celebrating party achievements.
Leadership elections will take place during the closed session, with positions for party leader and deputy leaders on the agenda. Party officials acknowledged that supporters would miss the customary opportunity to gather and celebrate, but argued that the circumstances demanded a different approach to show solidarity with those still recovering from the devastating storm.
Hurricane Melissa, a Category 5 storm, struck Jamaica approximately one year before this November 2026 conference announcement. Western Jamaica, including areas in St James where Montego Bay is located, was among the regions hardest hit by the hurricane. While the government had provided assistance to thousands of Jamaicans in the aftermath, party leaders noted that much more recovery work remained necessary.
This story reflects how Caribbean political parties are responding to the ongoing impacts of major hurricanes on island economies and communities. The JLP’s decision to prioritize hurricane recovery messaging over traditional party spectacle demonstrates how natural disasters continue to shape political calendars and public messaging across the Caribbean region, particularly in Jamaica where hurricane preparedness and recovery remain central governance concerns.
