The Jamaica Confederation of Trade Unions is demanding urgent action on a stalled overtime dispute affecting the nation’s doctors, according to reporting from the Jamaica Observer. The case, involving the Jamaica Medical Doctors’ Association, was submitted to the Industrial Disputes Tribunal in January 2025 and concluded hearings on April 1, 2026—yet the tribunal has yet to issue its decision, with a deadline now set for October 2, 2026.
Under Jamaica’s Labour Relations and Industrial Disputes Act, the tribunal is required to deliver an award within 21 days of a dispute’s referral, or "as soon as may be practicable" if that timeline cannot be met. The JCTU acknowledged that complex cases may warrant additional time but argued that the current six-month gap far exceeds what is reasonable, especially in disputes affecting essential services and worker livelihoods.
The union confederation warned that extended delays in determining compensation create measurable harm: financial strain on workers, mounting frustration, and declining morale that can ripple through healthcare delivery. The JCTU called on the Ministry of Labour and Social Security to identify and resolve any administrative or resource bottlenecks at the tribunal, while maintaining respect for its independence. The organisation stressed that doctors’ claims for overtime pay deserve swift determination and that the prolonged uncertainty must end.
Jamaica’s Industrial Disputes Tribunal is the statutory body responsible for resolving labour conflicts between employers and workers. The tribunal’s decisions carry significant weight in labour relations across the island, particularly in sectors providing essential services such as healthcare.
Healthcare workforce stability is critical across the Caribbean, where doctor shortages and emigration already strain public health systems. Delays in resolving compensation disputes risk further demoralizing medical professionals and potentially accelerating brain drain from Jamaica’s health sector.
